These lawn mower pulleys are usually mounted on steel plates and are spring-loaded to maintain constant pressure on the lawn mower deck belt, preventing blade slippage. The spring tension that pulls these pulleys is just enough to tighten the belt, but not so tight that it causes premature wear of the sealed bearings of the blade pulleys.
